Белый дом рассматривает возможность избежать наложенных Конгрессом ограничений, не позволяющих перевести заключенных из американской военной тюрьмы Гуантанамо на Кубе, сообщают американские СМИ.
Эти ограничения являются частью крупного законопроекта по оборонным расходам, который был утвержден Конгрессом в конце прошлого месяца. Они запрещают перевод заключенных из Гуантанамо на территорию США для рассмотрения их дел в гражданском суде и их отправку в другие страны без согласования с министром обороны.
Группа советников Белого дома обсуждает, следует ли Бараку Обаме при подписании законопроекта выпустить особое заявление о чрезвычайных президентских полномочиях, позволяющие обойти ограничения. Наблюдатели считают, что подобный шаг может осложнить отношения между президентом-демократом и конгрессменами-республиканцами, к которым на этой неделе перейдет контроль над Палатой представителей.
